This is a GREAT idea. How is it seedy? The felons are seedy.
is it 500 $ for all of them or 500 bucks each ?

$500 each.
I don't think it sounds seedy. It encourages people to give up information they have regarding wanted felons. Often, these people run in the same circles. $500 is probably enough to pay for a fix -- so a bad guy who needs a fix will anonymously turn in his bad guy friend. Or dealer, or whatever. Pretty good idea, really. I'm not sure what sounds seedy about it.
