Considering how much thunder we've heard about this for years, one might expect it to be more like 40%. Then he gives us a couple of grafs on the sensible approach Napolitano is taking, and closes with an ambiguous non-opinion that could be read as approval or not.
Seems like the editor, after years of table-banging about this non-problem, is more than a little perplexed all of a sudden.
